Thank you for participating in the recent vote about Roxborough Reserve trash service. Here are the results:
Philadelphia Dept. of Streets is the majority choice for Roxborough Reserve.
38 units voted as follows:
13 for PhillyWide (34%)
25 for Philadelphia Dept. of Streets (66%)
About trash service, please note:
- City trash pickup is a service provided to the residents of the City of Philadelphia. It is paid out of a general fund that residents contribute to via real estate taxes. That means that Roxborough Reserve residents currently pay twice for trash: via city taxes and via monthly HOA dues.
- Using city trash service vs. private trash service is not factored into tax assessments.
- Servicing Roxborough Reserve residents is not considered a commercial trash service. Rather it is regular residential trash and recycling service.
- Replacing PhillyWide with the City of Philadelphia trash service does benefit the Roxborough Reserve HOA budget, as it eliminates a $16,800 line item for the 2024 budget, as mentioned during the call.
- The HOA management company and Riverwards adopted PhillyWide to pick up trash because Roxborough Reserve was an active construction site with poor roads.
- Neither the management company nor Riverwards had any incentive to bring in City of Philadelphia trash service since residents were paying for private service through the monthly HOA dues and were obliged to pay those dues.
- The management company has confirmed that Roxborough Reserve is eligible for Philadelphia trash service.
- The management company has little to no incentive to bring the HOA fees down.
Next Steps
Determine timing for the switch.
Identify the best trash/recycling receptacles for the community, determine what the HOA will provide each household with, and then order them!

Community Trees Reminder
If you see community trees with bags around the trunks and stakes, please remove them. They can be thrown out in the trash. Exception: the stakes for the formerly leaning tree in front of #8.
